Hydrogen and fuel cells are good for policy! The NDRC openly solicits adjustment opinions
On April 8, the National Development and Reform Commission issued a public announcement for comments on the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition, draft for comments). The public consultation period is from April 8, 2019 to May 7, 2019.
According to the announcement, the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition, draft for consultation) consists of three categories: encouragement, restriction and elimination.
Encouragement plays an important role in promoting economic and social development, and is conducive to meeting people's needs for a better life and promoting high-quality development of technology, equipment, products and industries.
Restrictions mainly include backward technology, inconsistent with industry access conditions and relevant regulations, prohibition of new expansion and production capacity, technology, equipment and products requiring supervision and transformation.
The main categories of elimination are those that do not comply with the relevant laws and regulations, do not have the conditions for safe production, seriously waste resources and pollute the environment, and need to be eliminated from the backward technology, technology, equipment and products
It should be pointed out that the permissible category does not belong to the categories of encouragement, restriction and elimination, and conforms to the relevant laws, regulations and policies of the state. Classes are not allowed to be included in the directory.
It is worth noting that the development, application and equipment manufacturing of high-efficiency hydrogen production, transportation and high-density hydrogen storage technologies, and hydrogenation stations are included in the fifth item (new energy) of the first category (encouragement category).
Fuel cell engine (mass specific power > 350W/kg), fuel cell stack (volume specific power > 3kW/L), membrane electrode (platinum dosage < 0.3g/kW), proton exchange membrane (proton conductivity < 0.08S/cm), bipolar plate (metal bipolar plate thickness < 1.2mm, other bipolar plate thickness < 1.6mm), low platinum catalyst, carbon paper (resistivity < 3m.cm), air compressor, hydrogen cycle Ring pumps, hydrogen ejectors, humidifiers, fuel cell control systems, boost DC/DC, 70MPa hydrogen bottles, and on-board hydrogen concentration sensors are also included in the 16th item of the first category (incentive category) of the new energy vehicle key components.
In addition to the above, there are the following two topics related to fuel cells: ship-fuel cell vehicle technology; light industry-fuel cell and other new batteries and supercapacitors.
